How the refresh works
Every two hours we download the new-notice and open-notice files, match each record on its CanadaBuys reference number, and update it in place. Any notice that was open on the previous run but has dropped out of the open file is marked closed. Award notices for the current fiscal year, 1969-1970, reload once a day at 06:30 UTC. Each run is logged, so gaps are visible rather than silent, and the time of the last successful run appears at the top of every page.
The refresh runs in the background. The schedule starts it and gets an immediate acknowledgement, so a long download can never be cut short by a timeout, and the run's own log row records how it ended.
Two safeguards protect the record. If a run sees fewer than half the rows of the previous successful run, it is logged as suspicious and no notice is marked closed, so a short or broken source file cannot wipe out open tenders. And notices from provincial, municipal, school-board or health-authority buyers are skipped, because version one of this site covers federal procurement only.
Changing where the refresh posts
The schedule lives in the database and calls this site over HTTP. The address it calls is stored in one row of the site_settings table, under the key ingest_base_url, and defaults to https://tendercomps.com. To point the schedule at a different deployment, update that single row:
update site_settings set value = 'https://example.tendercomps.com' where key = 'ingest_base_url';
No redeploy is needed. The next scheduled run reads the new value.
